
Hamburger Casserole

Ingredients
- 32 ounce(s) ground beef
- 2 medium onions, chopped
- 1 cup(s) instant rice, uncooked
- 1 teaspoon(s) salt
- 1 teaspoon(s) pepper
- 2 cans (10 oz.) tomato soup
- 1 cup(s) water
- 7 cup(s) cabbage, shredded (6-8 cups)
- 1 large bell pepper
- 1 cup(s) celery, chopped
- 3 garlic cloves, crushed
Instructions

Cook meat and onion over medium heat 8-10 minutes until it is brown, then drain and stir in remaining ingredients.
